Telra rules Xia with a barbed protosteel fist, able to do or get anything she wants with a subtle shift of tone. Her headdress is made of melted Kanohi from Toa who thought they could oppose her, while the Toa themselves were assigned to manufacturers around Xia as test subjects. Her Spinal Sceptre, made of extracted toa spines, is her ultimate badge of office. Everyone knows the history of it's creation, and the wise know exactly where replacements will be coming from if it is ever damaged. Nobody remembers when, or how, she rose to power, but everybody knows that she has earned it in the years since.
