Oktas was the captain whose ship allowed the Mohra to flee, though he didn't do it out of empathy, or indignation at Bitil's turn. Instead, he saw the team as tools, what they could do for him and his ship, though they grew on him near the end. While the Mohra were aboard, Oktas' crew were one of the most successful, though he was careful not to attract *too* much attention, or stay in one area for too long. When the Mohra left, despite his original intent to force them to stay, he let them go, to 'prevent a mutiny' he said.
