This is a Jack in the Box display
I aquired a couple of years ago. 
It has an PIR motion sensor that
causes the clown to waddle back 
and forth for several seconds 
anytime someone walks by.  His hat
is loose and also flops form side 
to side.  The box is made from 
Duplo pieces.
