A display of a Paddle Wheel Riverboat.
It came from a toystore in the Pacific 
Northwest.  It has a motor that turns 
the paddles on both sides of the boat.
It uses the older arm-less minifigs, 
so I would assume it is from the mid 
1970's.  I think it is missing a couple
of flags off the top.  I need more info
on this one.
