The model is not finished due to missing parts.
I have been searching for them in LUGNET newsgruops and LDraw Parts Tracker - found nothing. 

I managed with:
x85   -  Electric Light Reflector Round 2 x 2 x 2/3
2347  -  Excavator Bucket 3 x 5 with Teeth
30228 -  Minifig Jackhammer
2991  -  Technic Bumper Holder Bent
2916  -  Wedge 4 x 6 x 2 & 2/3

But I can't find:
70962   -  Technic Bumper 2 x 5 Rubber Bent (I'll try to make this part on my own)
3039px5 -  Slope Brick 45 2 x 2 with Radar Screen Pattern (it's less important)
4860c01 -  Plate 2 x 2 with Wheels Holder Plane with White Hollow Wheels
           and Black Smooth Tyres (sounds horrible but this part is easy to make)
30194   -  Minifig Circular Blade Saw (seems quite difficult to make this part)



So if anyone is in possesion of the parts listed above (DAT files),
