Two 9V motors power the wheels independently, and yes, it can turn on a dime (that is, when it doesn't get confused and start rocking violently.) RCX added for weight (must have center of gravity below center of wheels) and for convenience (my girlfriend has the remote control for it.) and yes, there is an official Lego set in the works, AFAIK, which will make this whole thing much easier (wheels with teeth already done, continuous strip, etc.) Challenging, but not overly so. Mostly requires many of those technic angle connectors (shallow angle.)
