is the scratch a process, or does someone just scratch the thingy and boom no more universe. Could someone scratch the universe and fly away from the inciphisphere before ceasing to exist, or would they need to be teleported

You have a bit of time after scratching the Scratch Construct.  And you could fly or teleport
