You answered no but White Queen of Alpha Session has been shown with the White Kings' scepter on p=006500. Condesce probably has the Black's King's scepter.

Well I’ll be damned, I completely overlooked that. But regardless, no mention of scepters of heart/hope have been mentioned in canon. And at this point in the story if they haven’t been introduced they probably don’t exist.
