if begin in a dreambubble don´t heal injuries, why does ghost tavros has his legs back? shouldn´t he have the robot torso eequius built?

Injuries heal if someone wants them to be. Meulin wanted to stay deaf, Terezi wanted to stay blind, Kirloz wanted to keep his mouth sewn shut, but Tavros wanted his legs back and so he got them.
