I'm not sure if this is the correct place to ask, but can God Tiers die permanently?

Yes, if their death is heroic or just they will not revive.

Such as if John jumped in front of someone and got stabbed in the chest.  He died heroically and would not come back.

Or if Vriska hadn’t been killed the rest of the trolls would have so it was a just death.
