Okay why does the Caliborn laugh in that song sound exactly like the Flowey laugh?

Because Toby Fox composed the song and also made Undertale so he probably used the same sound effect. 

Im pretty sure the 24 players was referring to the time Hussie claimed (most likely as a joke) that originally there was a SBURB game with 24 squiddles.

That was 48 squiddles actually.
