as malo’s comment helped me realise, I think this is supposed to be an ironic joke: Mituna is the “helmsman” of a ship in name only, his own “helm” having been in reality cauterized (Cronus: our behelmeted buddy […] #helmchan) so that the Condesce can call the shots from atop his shoulders.
