Where does your tongue stay when you’re not speaking? If you’re an English-speaker, it’s behind the top front teeth. If you’re a Russian-speaker, it’s on the bottom of your mouth, lying flat.

I’m not sure but I guess the author based this on the difference in the basis of articulation in Russian and English?
Though I don’t know if that difference can affect the resting position of the tongue??? It’s just the only explanation that came to my mind.
I’m a Russian speaker and my tongue usually rests behind my top front teeth :/ I don’t think it’s possible for it to lie completely flat.
