What would Mr. Satan's god tier be in Dragon Ball Z?

He’s a Lord of Light. He’s very well known and kind of cocky about his skills, even though literally every named character in the series could kick his ass as far as I recall. But it’s not the Spotlight I want to focus in, it’s the Luck- Somehow even though he’s pretty much useless, the guy manages to always elude being found out as a sham and doesn’t get like, obliterated at any point that I can remember. (It’s been years though, maybe he does and I forgot). That’s extremely lucky. Doesn’t he also get like, super friendly with Majin Buu? Even though he’s a threat to everything ever. This Luck of his may seem passive, but I’m treating it the Lord English way- Where the Timeline just falls to favor him, to Mr. Satan, Luck just happens to favor him. At least power-wise.
