Was Jack Noir specific to the timelines/universes in Homestuck's sburb session? Or is he a universal sburb constant?

The Agents seem to be a SBURB Constant. In fact if the Troll Session is anything to go by, how they had to keep the Ring and exile Jack, it’d seem he’s prone to actually trying to kill the Queen and getting her Ring.
