That IS true, Vriska mentions it’s to take it to the next level, I tend to forget that because the Echeladder is kind of an abstract Levelling-up system? Honestly, though, Jane had managed to climb a few rungs doing normal everyday stuff on Earth by her 16th birthday, I’d imagine an Adult Businessman is kind of already at the top of the Echeladder?
