Are Prospitians allowed to go to Derse and are Dersites allowed to go to Prospit?

CD seems to have no problem going around Prospit, even though he has a huge absurd hat, but he could’ve just managed to sneak around. PM is fine on Derse as long as she carries a parking citation. In fact PM was totally alright meeting up with the Black Queen, she just pointed her towards Jack.
