Is it ever actually stated that lower blood castes tend to have a lower resistance to psychic powers? (Mindfang controlling a courtblock of lowbloods) Is it just individual?

It’s individual, but I also believe it was mentioned at some point that there was a tendency of lower bloods being more susceptible? Mindfang seems to imply their minds were more easily swayed because of their caste.
