is it only yellowblood that get psionics? or can someone a bit higher or lower than them have those powers too?

Psionics are gold-exclusive. But remember- Condy managed to unlock every single caste power through mutation. So you could have Psionic Mutants. They’d just very likely get culled before they could make good use of them.
