It’s a new feeling for the speaker. The before mention stimuli is not “gonna change”. This event is inevitable.

The speaker senses something, a stimulus of some sort.

Lyric: To me it is strange, this feeling is strange
Annotation:
Possible reference to the stimulus definition to the word “fillip.”  Hence the name of the song.
