The skulls only have as much sentience and freedom as he gives them... So, unless you count puppeteered bones as pets, no? Think of them as the same thing as when Alastor plays a laughing track to accompany his dialogue.

I think I didn't put the effort into this that I should have. Oliver is one of my absolute favorites in TMA and genuinely one of the characters ever.
