Key to writing villains (and important to keep in mind when you’re trying to write actually good heroes) is that you can be a completely twisted, immoral, cruel and sadistic piece of of shit and still be sentimental and/or romantic.
And villains who are sentimental and romantic will often do things motivated by sentimentality or romantic notions while believing that they’re doing them out of goodness.
